Breaking Ground 2018: Transforming a Region Together is a day-long conference that aims highlights the principles and goals of Connections 2045 Long-Range Plan for Greater Philadelphia [https://www.dvrpc.org/Connections2045/]. While our region is made up of 352 local governments, we will be better-positioned and more economically competitive if we move forward together, as a region. This year’s conference celebrates regional cooperation and government efficiency. The keynote speaker—Brian Elms—is an expert in management and government performance. All attendees will receive a copy of Brian Elms’ book, PeakPerformance: How Denver’s Peak Academy is saving millions of dollars, boosting morale, and just maybe changing the world.

Concurrent sessions will feature government transparency, sustainable environmental practices, collaboration between businesses and government, the use of data and metrics, and a celebration of diversity age-friendly communities. Breaking Ground 2018 is expanding to include a Learning Lounge, which will feature businesses and tech companies that assist municipal governments in better serving their citizens.

Join DVRPC’s Public Participation Task Force

The Delaware Valley Regional Planning Commission (DVRPC), as part of its ongoing efforts to engage citizens in Greater Philadelphia, has opened a selection round to solicit new members for its Public Participation Task Force (PPTF).

The PPTF is comprised of Board-appointed members and citizens at-large selected through an application process open to all residents of the nine-county DVRPC region. The task force provides ongoing access to the regional planning and decision-making process, reviews timely issues, serves as a conduit for DVRPC information to organizations and communities across the region, and assists the Commission in implementing public outreach strategies. DVRPC is seeking applicants with an interest in planning, knowledge of regional issues, a history of civic engagement, and effective communications skills. Task force membership will also strive to reflect the region’s geographic, ethnic, cultural, and economic diversity. Individuals interested in serving as members on the task force must submit an application by December 31, 2015. Applications are available to the public at libraries throughout the region, online at www.dvrpc.org, and by contacting Shoshana Akins, Public Participation Planner, at 215-238-2817 or sakins@dvrpc.org.

Home to approximately 50,000 jobs, King of Prussia is the largest employment center in our region outside of Philadelphia. Mixed-use development projects slated or underway promise additional jobs and residences at King of Prussia, but traffic congestion and limited transportation options make accessibility a challenge and limit long-term growth potential. The proposed extension of SEPTA’s Norristown High Speed Line will expand access by creating a critical transit link between King of Prussia and Philadelphia as well as Norristown and other destinations in Montgomery and Delaware Counties.

Join DVRPC and municipal leaders at a half-day forum on the intricacies of municipal shared services. In many cases, sharing services allows municipalities to decrease both the cost and the complexity of the services they provide to their constituents while providing a higher level of service overall. In the DVRPC region, there are many examples of service sharing; it has been embraced by members of both political parties as a fiscally responsible method of service delivery. This forum will address legal issues related to sharing services and present some of the latest research on best practices and performance measurement in service sharing. Local leaders who have implemented service sharing in their communities will share their stories.

Central Section Event: Meeting the Letter and Spirit of the Law: Legal Components of Comprehensive Plans | 5.75 CM

This workshop will provide participants with an understanding of the legal connection between Comprehensive Plans and the PA Municipalities Planning Code. Matthew J. Creme, Jr., Esq. will cover all of the applicable laws that are noted in Article III, Section 301(a)(6) which require municipalities to plan for the protection of natural and historic resources. Other applicable laws that are required to be followed when completing a municipal, regional or county comprehensive plan will also be covered Community planning documents that impact the development of comprehensive plans and how these plans including recreation plans, sewerage plans, and housing plans can complement each other will also be discussed. In addition, this workshop will discuss the five key components to developing plan content and the process to create a comprehensive plan more likely to be implemented and provoke action and results will be a key topic.

This workshop has been approved for 4.25CM credits and 1.5 Law .
