The Philadelphia Office of Emergency Management (OEM) is seeking highly-motivated graduate or undergraduate students interested in careers in emergency management, public affairs, education, public health, or journalism for summer fellowships.

The OEM Fellowship Program         

The OEM Fellowship Program offers students a unique opportunity to work on a variety of issues and take responsibility for important projects. Fellows will have the opportunity to specialize in areas of particular interest and gain exposure to all aspects of OEM planning and operations. Some of the projects focus on infrastructure, human services, logistics, video production, teaching workshops, and other planning initiatives.

Requirements

Summer Fellows must:

  • Commit at least 24 hours weekly;
  • Sign a non-disclosure agreement; and,

Applicants should have strong interpersonal, writing, and oral communication skills. Professionalism, the ability to work individually and in teams, and flexibility are essential.

Fellowship Program Details 

This opportunity is ideal for highly-motivated graduate or undergraduate students interested in careers in emergency management, homeland security, journalism, education, public health, and human services.

Typical duties will include:

  • Independent and team-based research
  • Participation in interagency meetings
  • Policy development

Fellows may also:

  • Support activations of the City’s emergency operations center;
  • Observe emergency field response activities as opportunities arise; and
  • Participate in off-site visits.

Timeframe

The program starts in June and ends in August. Specific start and end dates are negotiable.

Job Description

  • The Office of Transportation Operations Management at DVRPC focuses on Transportation Systems Management and Operations (TSM&O) planning efforts to improve the operational efficiency of the region’s transportation system, providing reliability, mobility, and safety for people and goods. TSM&O strategies focus on lower cost operational and multimodal approaches that are coordinated between technologies and agencies to make better use of existing transportation facilities. TDM Manager

GVF is looking for a highly motivated professional to support the expanding needs of GVF and its foundation, Communities in Motion. The ideal candidate will be a self-starter with ability to understand priorities and fulfill project assignments from start to finish with minimal oversight. This individual will be able to work independently and within a team environment, plus be able to meet specific deadlines.

Transportation Planner (Planner II)

The Planning Commission seeks a Transportation Planner to assist in advancing transportation projects for the county. The position, classified as a Planner II, provides professional consulting services to local municipalities, manages the transportation improvements inventory, and County representation in regional planning forums.

Responsibilities: The successful candidate must demonstrate a competency level in project planning and implementation. Demonstrated knowledge shall include an understanding of the Transportation Improvement Plan, county/state/federal grants, and a working knowledge of regional planning partners, including the Delaware Valley Regional Planning Commission, PennDOT, SEPTA, and TMAs.

Requirements: The candidate must possess excellent verbal, writing, and computer skills, including Microsoft Office and ESRI ArcGIS products. Graphic training and ability using Adobe Suite and/or Sketchup is a plus. Candidates should demonstrate experience in preparing concept improvement plans, summarizing quantitative data, delivering presentations, and authoring technical reports.

Minimum Requirements: a Master’s Degree in Planning, Geography, Landscape Architecture or a related field, or a Bachelor’s Degree with three years of job experience.

Job Description

  • The Office of Corridor Planning at DVRPC focuses on travel corridors or small areas, and involves extensive coordination among government and transportation agencies, considering all modes of transportation and their roles in shaping communities. Our goal is to apply a full range of planning and transportation analysis tools and principles, in order to fulfill DVRPC’s vision of making a great region even greater.
  • This position involves planning and technical analysis, and direct participation in regionally significant multimodal planning projects. Work involves the determination and selection of project objectives and methods, and responsibility for project deliverables. This includes technical analysis, development of medium- and long-range plans, and various types of street, highway, and transit evaluations.
  • This position requires project-level collaboration with a diversified group of planning and technical staff. Work is performed in accordance with general agency policies and professional standards with results subject to review by the Manager, Office of Corridor Planning.

Responsibilities

  • Develop effective communication strategies (written, graphical, and presentation) to explain project concepts and engage with colleagues, policymaking officials, members of the public, and advisory groups
  • Develop, implement, and coordinate multimodal transportation projects, including specification of the problem, data collection and analysis, interpretation and reporting of results, and the development of recommendations for project implementation.
  • Conduct technical studies which evaluate the effectiveness of a transportation system and then analyze alternative improvement strategies to determine how well they meet desired measures of effectiveness.
  • Use planning and engineering computer software such as GIS, travel simulation software, and other techniques to evaluate corridor and area-specific traffic problems and develop solutions.
  • Prepare input data for simulation models. Tabulate travel simulation model outputs using basic GIS tools and tabular forms.
  • Provide technical assistance to member governments, consultants, and the public.
  • Conduct field views of project locations to compile an inventory of existing physical and operating conditions.
  • Organize and manage technical committee meetings.
  • Provide other technical assistance, as required.

Qualifications

  • Considerable knowledge of the principles, practices, and objectives of transportation planning and traffic operations, with the ability to relate this knowledge to the development and analysis of a regional transportation system and its components.
  • Solid analytical, quantitative, and problem solving skills.
  • Good communication skills, including writing and presentation skills.
  • Ability to plan, assign, and collaborate with the work of other project team members.
  • Ability to establish and maintain effective working relationships with associates, planning officials, and the general public.
  • Experience in conducting field surveys, data analysis, and system evaluation.
  • Ability to create maps, graphics, and document layout using ArcGIS and the Adobe Creative Suite.
  • Experience with VISSIM or other traffic simulation software such as Synchro is a plus.

Experience and Training

To classify as a Level RA II/Transportation Planner, a minimum of three years professional experience in transportation planning or engineering, or in social science research work is required. Such experience may have been gained from a combination of experience and training. Training may have been gained through graduation from an accredited four-year college or university, with major coursework in Urban Planning or Civil Engineering. A Master’s degree or a full year of intern or co-operative education experience can be substituted for one year of experience.
