Michael Baker International seeks a Senior Community Engagement and Communications Professional with specialized experience in local partnership development and boots-on-the-ground community engagement. This is an exciting opportunity to work with a network of risk communications, issues management, community outreach, partnership building, and engineering experts to tackle one of the nation’s greatest hazards: flooding. Flooding is the most common and costly natural disaster in the United States. As a part of this team, you will help communities reduce their vulnerability to flooding, save lives, and protect their financial stability.
This full-time position will work collaboratively with colleagues in Washington DC and 10 regional offices nationwide, to accomplish significant results in the areas of raising understanding of local flooding vulnerabilities and transforming that knowledge into action to reduce risks at the local level. Among stakeholder audiences are Federal officials, State and local officials, community planners, emergency managers, professional groups, businesses, and local residents. The position will require frequent travel within a five state region.
Responsibilities include:
- Lead day to day regional strategic communications and outreach operations of the Federal Emergency Management Agency (FEMA) Risk MAP project;
- Provide expertise in the development and coordination of localized strategic communications plans and content related to community resiliency;
- Coordinate and strategize with the Washington, DC based leadership team and FEMA Regional offices on floodplain mapping and community resiliency projects;
- Research, develop and manage existing and new partnerships with local influencers; consumer, non-profit, and business organizations; professional organizations;
- Manage relationships with partners and assist with the development of locally tailored programs involving campaign assets and promotional extensions;
- Prepare a variety of written materials including communication plans, partnership agreements, locally tailored outreach tools and materials, and reports; and
- Work in collaboration with floodplain managers, topographical mapping engineers, emergency managers, State and local officials.
Required Qualifications:
- 7-plus years’ experience in strategic communications, including experience developing and managing partnerships; preferably in an agency setting.
- Experience working on FEMA flooding, mapping, hazard mitigation and community planning projects is required.
- Ability to provide a strategic perspective on projects that require an understanding of public policy, emergency management, issues management, natural hazards, and community outreach.
- Demonstrated ability to build coalitions, foster local and regional partnerships, and communicate effectively with a broad spectrum of audiences from Federal, State, and local officials to thought leaders, business leaders, and local residents within any of the following states: Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia
- Proven ability to prioritize multiple projects, turn around projects quickly and meet deadlines.
- Ability to work both independently managing a regional team and collaboratively with other teams across the nation is essential.
- Excellent written and verbal communications skills are essential.
- Bachelor’s degree required; advanced degree a plus.
- Willingness to travel frequently within the previously mentioned geographic area.
- Spanish language skills are a plus but not essential.
- Experience in multi-cultural outreach, primarily Hispanic and tribal, are also a plus but not essential.

Under the supervision of the Associate Director, the Project Specialist assists Project Managers on landscape management projects and coordinates smaller scale installation and maintenance projects.
Essential Functions:
- Assist Project Managers with contractor oversight, site evaluations, plant inventories, soil testing, plant layout, tree tagging, volunteer workdays
- Performs materials and product research, plant sourcing, plant delivery logistics, cost estimating and photo documentation
- Prepares site analysis, designs, cost estimates, drawings and specifications for small scale landscape installation and maintenance projects.
- Coordinates projects and contracts for landscape management efforts. Assures contracts are fulfilled within cost and timeframe budgets, quality standards and specifications.

- Assists Associate Director with project proposals and bid packages
- Provides technical assistance, related to urban horticulture and landscape design, construction and maintenance, to advocate for responsible and successful techniques and approaches.
Education, Experience and Skills Required:
- Bachelor’s degree in landscape architecture or horticulture or closely related field
- One to three years experience in a Landscape architectural firm or similar organization with basic proficiency in site analysis, design, grading and construction detailing
- Advanced knowledge of landscape architectural and horticultural practices
- Landscape construction and maintenance supervision skills
- Graphic skills and ability to produce small scale design packages
- Ability to communicate verbally and graphically to diverse populations
- Good team player
- Proficient in Microsoft Office suite, AutoCAD
- Familiar with Photoshop, InDesign, Illustrator
- Valid Drivers License

- Coordinates project administration and documentation by producing clear, accurate and informative meeting agendas and minutes: findings and reports, follow-up plans, and project evaluations.
- Provides technical assistance, related to urban horticulture and landscape design, construction and organic maintenance, to advocate for responsible and successful techniques and approaches.
- Oversees volunteer plantings and maintenance workdays at public landscapes project sites
Education, Experience and Skills Required:
- Bachelor’s degree in landscape architecture or horticulture
- Three to five years experience in a design/build landscape architectural firm, or similar experience in the private sector
- Basic proficiency in site analysis, design and grading detailing
- Advanced knowledge of landscape architectural practices and concepts
- Experience with plant orders and specifications
- Arboriculture experience or ISA certification
- Ability to manage multiple projects while adhering to deadlines and budgets
