This is responsible technical and professional work involving the processing and review of development applications and permits required from the Planning Department.

Summary:

Essential Duties:
Under the general supervision of the Housing and Community Development Manager, the Community Development Specialist:
- Assists with the development of the Annual Action Plan and implementation of the annual application process
- Prepares Project Eligibility Determination Forms and prepares and gathers supporting documentation for public improvement projects
- Prepares Federal Program Environmental Review Records as mandated by the National Environmental Protection Act
- Prepares environmental clearances as requested by HUD and others including Upper Darby Township, Haverford Township, the Delaware County Continuum of Care and the Delaware County Housing Authority
- Performs database management, entry and reporting for active and closed out projects
- Assists in the Implementation of public improvement projects through arranging annual Project Award and Preconstruction Meetings
- Responsible for onsite enforcement of Davis Bacon and Related Acts compliance on assisted public improvement projects
- Maintains and updates Directory of Section 3 and Minority Business Enterprises/Women Business Enterprise and Section 3 qualified firms
- Other duties as assigned
Qualifications:
- Bachelor’s degree in Urban Studies, Community Development, Planning or related field
- Excellent computer, written, oral, and graphic communication skills
- Ability to work in a team environment on a wide range of projects involving both public and private interests is essential

SUMMARY: Reporting to the Chief Operating Officer and Planning Commission Board, the Executive Director manages all functions of the Planning Commission by providing staff direction; coordinating the activities of various functional planning areas and support sections; assuring agency consistency, quality control, and comprehensiveness of recommendations and products; formulating recommended actions for County Commissioners, Planning Commission Board, municipal decision-makers and others; and establishing and implementing policies. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Manage all functions of the Planning Commission including budget development and administration, personnel management of the 40+ staff, development of policies and procedures, and project supervision
- Build and maintain relationships with leaders representing municipalities, businesses, building and development industry, and various regional, state and federal organizations
- Work to maintain collaborative working relationships with other county departments to advance county-wide initiatives

SEPTA – Operations Planner
The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.
SEPTA is seeking to hire an Operations Planner. This position will be located at our Headquarters in Center City, Philadelphia. The ideal candidate will have B. A. or B. S. in Urban Planning, Transportation Planning, Business, or related field and a minimum of two (2) years progressive experience in railroad or similar operations.
Salary range: $56,000 – $70,000
OVERALL RESPONSIBILITY:
Performs a wide range of RRD operations planning functions, conducts technical analysis for support of branch line optimization, and coordinates planning efforts with appropriate SEPTA departments and external entities.
Responsible for the design and layout of the railroad timetables and station posters, and the capability to set up print files of Railroad Division train services for SEPTA’s 13 line segment commuter rail network operating over SEPTA and AMTRAK territories in Southeastern Pennsylvania and parts of New Jersey and Delaware.
Responsible for coordination of timetable and planning information with SEPTA Bus Operations and Planning and outside agencies, including AMTRAK, NJ Transit, Delaware Transit Corporation, PennDOT, and connecting bus operators (rushbus, DART, Suburban Transit Network, Krapf, and other employee sponsored rail shuttle bus operators).
Develops bus substitution packages for SEPTA railroad services during State of Good Repair EM&C Capital Project work. Publishes bus schedules, driver blocks, along with bus routings for use by SEPTA Bus Operating personnel.
SPECIFIC RESPONSIBILITIES:
- Conducts technical analysis for a range of decisions on rail and connecting bus services. Makes recommendations on efficiency, needed improvements and optimization of operations.
- Responsible for setting up camera-ready railroad timetable and station poster files. Prepares files for print production. Works with internal and external printers, through proof and revision processes, completes changes as required. The capability to set up www.septa.org digital graphic files for regular and special service on-line web timetables.
- Performs special rail construction service schedule development including bus substitution service schedules, bus assignment by garage and bus type, operator work blocks, and bus routings. Acts as liaison to Bus Operations to enable proper staffing and equipment availability.
- Communicates and coordinates with external bus operators connecting with SEPTA Regional Rail services, i.e. Rushbus, DTC, Krapf, employee shuttles (Radnor, Paoli, and West Trenton).
- Responsible for railroad reporting functions for annual FTA and contract billing including rail car and train mileage reporting for inclusion in FTA Section 15 reports, and operational billing for services within the State of Delaware and over Amtrak owned lines.
- Answers request for information by other SEPTA departments or outside agencies such as the FTA, PennDOT, DVRPC, the City of Philadelphia and suburban counties.
- Assists in preparation of the Annual Service Plan document and related material, when applicable.
- Coordinates with Strategic Long Range Planning and Operations on regional rail planning efforts for 5-year horizons.
- Monitors Regional Rail Division on board passenger counts and service conditions and identifies trains to address.
- Reviews performance of revised timetables for the purpose of on time performance. Assist in the development of OTP committee reports and recommendations.
- Monitors performance of revised timetables for the purpose of determining acceptance by our customers. Handle Veritas customer reports and requests, and monitors for trends.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE:
- B. A. or B. S. in Urban Planning, Transportation Planning, Business, or related field plus a minimum of two (2) years progressive experience in railroad or similar operations required. Plus one (1) year design experience creating print/web files preferred.
- An equivalent combination of experience and education (i.e., two (2) years of related experience equating to one (1) year of formal post-high school education or M.A. in related field) may be considered in lieu of the above requirements.
- Demonstrates experience working with Adobe Creative Suite 6: InDesign and Acrobat Pro. Knowledge of prepress requirements, printing specifications, and graphic standards preferred.
- Knowledge of SEPTA’s railroad and bus operations preferred.
- Familiarity with the physical characteristics of SEPTA’s Regional Rail Operations or a railroad system of similar complexity preferred.
- Familiarity with the geography of the five-county Southeastern Pennsylvania Region preferred.
- Good verbal and written communication skills and good analytical skills required. Must demonstrate ability to serve as a representative spokesperson for the Authority.

- The Office of Corridor Planning at DVRPC seeks a thoughtful and organized planner or engineer to participate in and lead regionally significant multimodal planning projects. Corridor Planning focuses on developing solutions that will increase accessibility and mobility, improve safety, and enhance the quality of life along transportation corridors and other study areas in the region. Corridor studies provide direction for transportation decisions based on analysis of transportation performance measures, cost evaluations, and public participation.
- The successful candidate will be enthusiastic about all manner of transportation analysis, interested in or experienced with a wide range of traffic, transit, bicycle, and pedestrian projects, and able to both conduct deep analysis, and clearly tell the story of their findings orally and in writing, graphics, and maps. - This position requires project-level collaboration with a diverse group of planning and technical staff, as well as extensive coordination among government and transportation agencies. Responsibilities
- Assist with and lead a variety of multimodal and travel demand studies, including specification of the problem, data to be collected and analyzed, application of computer models, planning for the interpretation and reporting of results, the development of conclusions and recommendations for project implementation, and oversight of technical tasks conducted by other team members, as appropriate.
- Use and adapt planning and engineering traffic modeling software to evaluate corridor and area-specific transportation problems and to develop solutions.

Qualifications
- Considerable knowledge of multimodal transportation planning and engineering principles and techniques, including experience working with data collection and analysis and finding compelling ways to display information.

- Experience with graphics programs, word processing, spreadsheet software, and geographic information systems (GIS) and their applications.
- Experience with traffic operations and/or traffic modeling software, such as VISSIM, Synchro, or VISUM is preferred but not required.
- Ability to create maps, graphics, and document layout using the Adobe Suite and/or CADD is a plus.
- Ability to establish and maintain effective working relationships with associates, planning officials, and the general public.
- Willingness to conduct field work throughout the DVRPC region.
Experience & Training
To classify as a Level RA II or TE II, a minimum of three years of progressively responsible professional experience in transportation planning or engineering is required. To classify as a Level RA III or TE III, a minimum of five years is required. Such experience may have been gained from a combination of experience and training. Training may have been gained through graduation from a four-year degree program from an accredited college or university with major course work in Transportation Planning, Civil Engineering, or a related discipline. A Master’s degree or a full year of intern or co-operative education experience can be substituted for one year of experience.

City of Allentown – Chief Planner

The Communications Coordinator is responsible for carrying out the tasks necessary to implement and maintain the Chester County Planning Commission’s Communications Plan, including the use of social media, eNewsletters, press releases and general outreach to partners, municipalities and the public.
The successful candidate will be a highly motivated individual with experience working on digital marketing programs and digital communications. The candidate must demonstrate strong written and verbal skills, the ability to work both independently and as a team, exceptional organization and prioritization skills, high level of attention to detail, and the ability to meet deadlines.
