DESCRIPTION

Delaware County is seeking an energetic and experienced planning professional to orchestrate and implement the robust activities needed to advance our vision. The Planning Director is a key member of the County’s Executive Team and provides the leadership for long-range planning as well as day-to-day management of the Planning Department, which consists of Transportation, Historic Preservation, Open Space, and Trails. Currently, the Planning Department is serving the purpose of promoting the sound development and redevelopment of the County through the strategic application of contemporary planning principles and smart growth concepts, while maintaining and enhancing the cultural, economic, and environmental livability of the County. The Director reports to the Chief Sustainability Officer (CSO).

PRIMARY RESPONSIBILITIES

  • Provide leadership, management, and coordination of all County planning functions
  • Lead by example a culture of collaboration, readiness, information sharing, risk taking, and enthusiasm
  • Develop department-wide goals, objectives, policies, and procedures and oversee their successful implementation geared toward defined outcomes
  • Work with County Council, the CSO, the Delaware County Planning Commission, the public and staff to articulate a clear vision of Delco’s desired goals relative to planning and development related issues
  • Prepare and manage the Planning Department’s annual work program and budget
  • Build effective and positive communication with a wide range of audiences including elected officials, planning commissions, state and regional agencies, developers, civic groups, and the public
  • Represent the County on various County and regional boards and committees and at public meetings and events
  • Work with the Personnel Department to recruit, hire, and evaluate staff and contract personnel
  • Supervise professional staff. Manage, assign, and review projects and production with staff. Develop a meaningful and measurable annual staff review process. Conduct engaging and productive staff meetings.
  • Interpret and understand applicable ordinances and regulations with knowledge of federal, municipal, regional and community planning
  • Conduct ongoing review of grant opportunities, proposals, and applications; promote grant programs and provide application assistance to municipalities

EXPERIENCE AND QUALIFICATIONS

  • Education Required: A Master’s degree in urban and regional planning, public administration, or related field. Education in both Planning and Landscape Architecture is highly preferred.
  • Experience Required: A minimum of 10 years of progressively responsible planning experience is required. Five years of experience must be in a supervisory capacity.
  • AICP certification is required and dual licensing as a PLA or RLA is highly preferred.
  • Valid Pennsylvania driver’s license required at time of appointment and throughout employment.
  • Well-developed knowledge of planning and zoning principles, practices, reporting, and functional areas such as transportation, environmental, open space, and historic preservation
  • Knowledge of principles, methodology, and practices of research, data collection, and statistics
  • Ability to review contract documents and ordinances to determine compliance
  • Knowledge of computer programs such as Microsoft Office and Excel, Adobe Suite, State and Federal applications, econometric or transportation modeling, database management, GIS, online meeting platforms
  • Excellence in oral and written communication and reporting skills to interact with various agencies, boards, committees, and the public
  • Ability to work on, schedule, and manage several projects simultaneously
  • Ability to prepare, monitor, and report annual budgets and objectives

COMPENSATION

The Director’s salary will be commensurate with the members of the County’s Executive Team. The County offers a competitive benefits program consisting of a choice of medical plans, retirement, paid time off, and educational opportunities.

Job Description

This position involves data entry and analysis and field work, related to traffic data collection and assisting the Traffic Counting Technicians. The employee will be responsible for processing data collected by field technicians. This will include the screening of data for quality and completeness and preparing data for entry in the Traffic Count database and transmittal to other departments and agencies. The employee will be expected to work independently within the data workflow from field technician to finished product. The employee will be expected to assist with performing field work, either by themselves or within a larger team. Supervision is provided by the Manager, Office of Travel Monitoring who assigns tasks, gives instruction, sets goals, reviews work and progress, and oversees quality of work completed.

Responsibilities

  • Participates in transportation studies, surveys, and programs. This includes but is not limited to taking HPMS annual system samples; performing manual counts; and conducting transportation system user surveys throughout the Greater Philadelphia region. 
  • Performs data entry quality control of collected data. Also responsible for processing data to be sent to outside vendors for further analysis/processing. 
  • Responds to requests for data and assists in the collection of transportation data. 
  • Coordinates the diagnosis and repair, when necessary, of malfunctioning equipment. Research new technology and practices in data analysis. 
  • Follows established state and federal guidelines for working safely on roadways. 
  • Performs other duties as assigned and as necessary in support of office staff. 

Qualifications

  • Knowledge of applicable computer principles and applications, graphics programs, programming, word processing, statistical analysis, and spreadsheet software. 
  • Knowledge and training in general data processing practices, procedures, and data entry functions. Ability to perform and control data process workflow. 
  • Ability to analyze and arrange technical data into clear and concise tables for transportation planning and engineering reports. 
  • Ability to participate in field work of traffic studies and surveys. Comfortable engaging with people to complete surveys about their transportation habits and their demographics.
  • Ability to work supervised or unsupervised in office and field conditions. 
  • Ability to operate a motor vehicle in a responsible manner. 
  • Must possess and maintain a valid driver’s license with safe driving record. 

 

Experience & Training

To be classified as an RA I, a minimum of one year of data related work experience is required. To be classified as an RA II, a minimum of three years of progressively responsible data related work experience is required. Such experience may have been gained from graduation from a four-year college/university or an equivalent combination of experience and training.

Camden (NJ) Special Services District – Community Manager

Position Summary  

The Camden Special Services District (CSSD) is seeking a collaborative and creative individual to  manage the development and implementation of the organization’s strategic communications  plan, to contribute to events and placemaking projects, and to support general organizational  efforts. The community manager will have a background in community development, urban  planning, marketing, journalism, or a similar field – and will have the opportunity to take  ownership of a range of projects in a new and growing place-based management organization.

Primary Tasks and Responsibilities  

  • Manage CSSD’s strategic communications efforts, including creating content, developing  an editorial calendar, creating digital communications and print collateral, and managing  the organizations website.  
  • Lead the development of a new CSSD website and digital presence. Assist with weekly  emails blasts and future newsletters/publications. Manage social media accounts.   Assist with contract management and process check payment and invoice requests as  necessary.  
  • Assist CSSD’s work in downtown Camden’s public realm to create clean, beautiful, and  compelling public spaces that appeal to a variety of users, including assisting projects to  install outdoor furnishings, enhanced landscaping, and seasonal displays  
  • Lead and maintain the visual presence and brand identity across all platforms as well as  for signature events, marketing campaigns and placemaking projects.  
  • Establish and nurture excellent professional relationships with property owners,  businesses, neighborhood communities, the public sector and partners through events  and strategic communication channels.  
  • Represent CSSD at related community meetings and focus groups  
  • Stay abreast of best practices and new trends in this field  
  • Assist in writing grants & developing partnerships to drive resources to the organization   Prepare reports, graphs, maps, flyers, event materials, etc.  
  • Collaboratively manage the development, funding and implementation of future  economic and community development initiatives and projects 

Qualifications & Required Skills  

  • Bachelor’s degree in a related field (art, design, marketing, architecture, urban planning  or design, communications, or other applicable emphasis). Graduate degree preferred.  Two (2) to five (5) years professional experience  
  • Strong written, verbal, digital and web communication skills  
  • Knowledge of marketing and communication technologies including content  management systems, email marketing, virtual and in-person event platforms (Zoom, Go To Webinar, Eventbrite, etc.)  
  • Strong understanding of social media platforms and community building.
  • Demonstrated graphic design experience preferred. Proficient with Adobe Creative Suite,  basic web design, and social media platforms and Excel preferred

U3 Advisors – Designer

Position Details

The Designer will work primarily with Senior Advisor and Design Partner, Janne Corneil, providing urban design, 3D modeling, research, and graphic support for a wide range of clients and assignments. The Designer’s project load will be balanced between dedicated projects (50%) and visual support for the rest of the U3 team (50%). U3 offers a flexible work environment with many staff splitting their time between in-office and remote work.

The Designer will assist project teams through site specific and placemaking design studies; real estate strategy, economic and community development visioning; programmatic analysis and diagramming; and other visualization and graphic design in support of a wide variety of work, including preparing proposals and marketing efforts. The Designer will have significant opportunities for client contact and professional growth.

Responsibilities include:

  • Provide planning and urban design support;
  • Develop 3D models, basemaps and diagrams, including computer visualizations.
  • Prepare presentations, reports, memos and other materials;
  • Assist in business development including drafting proposals, preparation of marketing materials, and special projects requiring graphic expertise;
  • Travel for client meetings and presentations;
  • Coordinate and provide support to project team members.

Job requirements:

  • Undergraduate degree preferably in urban design and planning, and/or architecture and with an interest in real estate, economic development, consulting, planning.  Previous coursework should demonstrate strong urban design and graphic skills.
  • Minimum of 3 years of practical urban design work in real estate, planning, or community and economic development.   
  • Fluency in AutoCAD, SketchUp and/or Rhino, Photoshop, Illustrator, and InDesign.
  • Self-motivated; ability to execute tasks independently.
  • High proficiency in organizational and time management.
  • Proficient in Microsoft PowerPoint, Word, and Excel.
  • A passion for cities, neighborhoods, universities, and strong communities.
  • Excellent interpersonal and communication skills.
  • Capacity to work collaboratively and innovate processes with team members of various disciplines.

Salary & Benefits

U3 offers a competitive compensation package, including salary, the opportunity to earn a bonus, and a generous employee benefits package. Salary and bonus reviews are conducted annually. The starting salary for this position will be commensurate with experience. U3 provides the following benefits:

  • Medical and Insurance: 100% employer-paid medical, dental, and vision care insurance, life insurance, and long-term disability; up to ten paid days of sick/medical leave per calendar year

SUMMARY

Transportation Planners perform a variety of duties and tasks related to the preparation of transportation studies and plans; external coordination with DVRPC (regional MPO), SEPTA and PENNDOT staff on regional transportation projects, programs and policies; review of subdivision and land development plans; and research into various planning policy and topics such as transportation funding, transportation design standards and multimodal transportation concepts.

QUALIFICATIONS

 Master’s degree in Urban Studies, Community Development, Planning or related field plus 2 years of relevant experience; or bachelor’s degree with 4 years of relevant experience
