Job Summary:
The Director will lead and advance the Bank’s Economics Action Lab to develop and implement an Agenda on Poverty and Prosperity. The focus of the agenda is to bring entrepreneurial solutions to achieving inclusive economic growth in order to mitigate the effects of cyclical poverty. This initiative explores the way in which poverty limits economic growth and individual prosperity. The agenda delivers local action aimed at fostering regional solutions, which will effect lasting change in communities across the country.
The Director provides leadership and management oversight by directing the design of research, development of events, and engagement with the private sector to advance the newly established agenda and lead the bank to develop deep, national expertise on economic issues related to poverty, labor/employment, and income/wages and the role these topics plays in the economy, highlighting the specific impacts of race and ethnicity, gender, and geography (i.e. rural) with a focus on three critical areas: job creation and access, education and workforce development, and affordable housing solutions.

Principal Duties and Responsibilities:
- Shapes a center of knowledge and establishes deep expertise across the Reserve Bank, Federal Reserve System and industry on issues related to poverty, employment, income, and ultimately regional economic growth. Provides leadership and management oversight by directing the design of research, development of events, and engagement with the private sector to advance the newly established agenda.
- Provides thought leadership and serves as a subject matter expert to senior leaders in the Reserve Bank and throughout the Federal Reserve System regarding these topics, highlighting the structural and cyclical impediments and opportunities. Contributes to the Reserve Bank’s policy-related activities by participating in regular meetings and providing subject-specific briefings to the Bank president, board of directors, Board of Governors, and staff.
- Demonstrates organizational agility to align activities to Federal Reserve Bank of Philadelphia and Federal Reserve System interests, including economic stability and growth, and facilitates collaboration on projects under the agenda.
- Represents the Federal Reserve Bank of Philadelphia and the Federal Reserve System in public forums to share and advance the dialogue around issues related to poverty and employment.
- Develops a research agenda that expands the impact of and leverages the Federal Reserve System’s work to improve conditions for the lowest income people and communities. Authors and edits technical and accessible papers, policy briefs, blogs, and other publications.
- Recommends and manages visiting scholars who contribute to the body of research produced under this initiative.
- Has deep understanding of the needs of each stakeholder group and how this agenda and specific products produced align with those needs. Fosters cross-sector collaboration across stakeholder groups to promote the goals of the agenda and ultimately advance regional economies.
- Inspires action and encourages experimentation around strategies that foster inclusive growth and reduce poverty. Leads and coordinates projects and engagement initiatives with various partners, including national and regional organizations, academic institutions, other Federal Reserve Banks and the Federal Reserve Board of Governors, ensuring timely completion and adhering to quality standards. Plans and prioritizes goals and objectives and makes recommendations and decisions regarding the Reserve Bank’s and System’s work in this area.
- Recommends and uses other communication vehicles, such as videos, webinars and podcasts, to better inform policy-makers and practitioners about topic-specific data and research. Works in collaboration with web and communications staff at the Reserve Bank to develop a website to serve as the virtual center for the emerging body of research and practice and leads the ongoing enhancement of this website. Also engages with stakeholders through social media.
- Ensures management and staff understand and meet financial, productivity, quality, and impact goals. Develops overall plans that are comprehensive, realistic, and effective in meeting relevant Federal Reserve Bank of Philadelphia and Federal Reserve System goals.
- Actively involved in the accomplishment of other departmental and Bank-wide quality initiatives.

Qualifications:
- Master’s degree or greater in public policy, economics, city and regional planning, or another social science discipline; Ph.D. and background in labor economics preferred.
- A minimum of 10 years of relevant leadership experience preferred, as evidenced by an exceptional record of accomplishments.
- A national reputation in providing thought leadership among a wide range of organizations engaged in reducing poverty and fostering equitable economic development.
- Extensive experience in building relationships across diverse stakeholder groups and creating consensus to drive action.
- Experience building, leading, and inspiring teams. Previous experience managing people preferred.
- Proven ability to think and act strategically and critically while interacting with a diverse group of stakeholders. Ability to turn strategy into action.
- Ability to meet key deadlines, manage ambiguity, address multiple, and at times competing, priorities; and handle difficult situations as routine.
- Strong entrepreneurial skills and a self-starter who works well with limited guidance and direction.
- Excellent oral communication and written communication skills. Strong presentation skills and strong ability to articulate issues clearly and accurately.
