So what does a Community Engagement and Risk Communication (CERC) Liaison at Michael Baker International do?

The successful candidate will be given the exciting opportunity to work with a network of risk communications, issues management, community outreach, partnership building, and engineering experts to tackle one of the nation’s greatest hazards: flooding. Anywhere it can rain, it can flood. Flooding is the most common and costly natural disaster in the United States. As a part of this team, you will help communities reduce their vulnerability to flooding, save lives, and protect their financial stability.

 

Based in Philadelphia, PA, this full-time position will work collaboratively with colleagues in Alexandria, VA to accomplish significant results in the areas of raising understanding of local flooding vulnerabilities and transforming the knowledge into action to reduce risks at the local level. Among stakeholder audiences are Federal officials, State and local officials, community planners, emergency managers, professional groups, businesses, and local residents.

 

Can you walk me through a typical day of a Community Engagement and Risk Communication (CERC) Liaison?

  • Lead day to day regional strategic communications and outreach operations of a large Federal Emergency Management Agency account
  • Provide expertise in the development and coordination of localized strategic communications plans and content related to community resiliency
  • Coordinate and strategize with the Alexandria, VA based team and FEMA Regional offices on floodplain mapping and community resiliency projects
  • Research, develop, and manage existing and new partnerships with local influencers; consumer, non-profit, and business organizations; and professional organizations
  • Manage relationships with partners and assist with the development of locally tailored programs involving campaign assets and promotional extensions
  • Prepare a variety of written materials including communication plans, partnership agreements, locally tailored outreach tools and materials, and reports
  • Work in collaboration with floodplain managers, topographical mapping engineers, emergency managers, state and local officials
  • Partner to the other contractors/providers who are working with the Region
  • Take broad/framework direction from the client and translate it into action by coordinating with others. Make strong connections, jump in and take initiative with minimum supervision

Could you be the Community Engagement and Risk Communication (CERC) Liaison we are looking for?

  • Bachelor’s Degree in related field of study; advanced degree is a plus
  • Minimum 10 years of experience in strategic communications, including experience developing and managing partnerships; preferably in an agency setting
  • Excellent Project Management experience with references required
  • Project Management Professional (PMP) certification highly desired
  • Willingness to travel and work mainly on client site
  • Previous Risk MAP program experience highly desired
  • Ability to provide a strategic perspective on projects that require an understanding of public policy, emergency management, issues management, natural hazards, and community outreach
  • Demonstrated ability to build coalitions, foster local and regional partnerships, and communicate effectively with a broad spectrum of audiences from Federal, State, and local officials to thought leaders, business leaders, and local residents in communities located within FEMA Region III (District of Columbia, Delaware, Maryland, Pennsylvania, Virginia, West Virginia)
  • Experience working on watershed, community planning, climate adaption, engineering, flooding or other natural hazard issues is preferred
  • Communications background with the innate ability to pick up technical information
  • Proactive, problem solver, team player
  • Proven ability to prioritize multiple projects, turn around projects quickly and meet deadlines
  • Ability to work both independently managing a regional team and collaboratively with other teams across the nation is essential
  • Excellent written and verbal communications skills are essential

So what does a CERC Mitigation Champion at Michael Baker International do?

The successful candidate will be given the exciting opportunity to work with a network of hazard mitigation planners from the national to local level to help communities reduce their vulnerability to hazards, save lives, and protect their financial stability.

 

Based in Philadelphia, PA, this full-time position will work collaboratively with Mitigation Champions across the nation and with Planners and Engineers at FEMA Region III (District of Columbia, Delaware, Maryland, Pennsylvania, Virginia, West Virginia). Our Community Engagement and Risk Communication contract assists FEMA in collaborating with state, local, and tribal entities to increase the public’s risk awareness, drive action to reduce risk, and help communities become more resilient when confronting natural disasters. This is an exciting opportunity to work with a national network of risk communications, community outreach, partnership building, hazard mitigation, and engineering experts to tackle multiple hazards, including flood, hurricane, wildfire, and earthquake.

 

Can you walk me through a typical day of a CERC Mitigation Champion?

  • Support mitigation planning technical assistance and training needs and conduct activities that promote the implementation of mitigation actions
  • Work closely with federal, state and local governments to promote the implementation of hazard mitigation actions that reduce vulnerability to flood and other natural hazards
  • Provide planning and community engagement support in a variety of FEMA Risk Mapping Assessment and Planning (Risk MAP) community meetings, specifically Discovery and Resilience, where multi-hazard mapping products and risk assessment tools are updated to accurately show multi-hazard risk based on existing and future development
  • Refer to existing Hazard Mitigation Plans to analyze stakeholder participation, hazard risk assessment, planning capabilities, mitigation goals and priorities to support communities in developing and implementing actionable mitigation actions
  • Conduct mitigation planning training (in person and via webinar)
  • Develop Areas of Mitigation Interest sections of Risk Reports
  • Assist with the development of scopes of work for Risk MAP projects, including project descriptions, budgets, and schedules
  • Provide input to National hazard mitigation projects in coordination with other Regions and Michael Baker International staff
  • Provide support to special projects
  • Working onsite at FEMA four days a week after initial training period

Could you be the CERC Mitigation Champion we are looking for?

  • Bachelor’s Degree in Planning, Communications, Geography, or related discipline; advanced degree is a plus
  • 7-10 years of related experience
  • Certified Floodplain Manager (CFM) and American Institute of Certified Planners desired but not mandatory
  • Willingness to work mainly on client site with occasional travel
  • Strong Microsoft Office Suite and ArcGIS skills
  • Preparation of and/or review of FEMA Multi-Hazard Mitigation plans
  • Experience working on watershed, community planning, climate adaption, engineering, flooding, or other natural hazard issues is preferred
  • Experience with FEMA hazard mitigation programs, like the National Flood Insurance Program (NFIP) and Hazard Mitigation Assistance (HMA)
  • Proactive, problem solver, team player
  • Proven ability to prioritize multiple projects, turn around projects quickly and meet deadlines
  • Ability to work both independently and collaboratively with other teams across the nation is essential
