The Lehigh Valley-Berks and Southeast Sections of the American Planning Association and the Pennsylvania-Delaware Chapter of the American Society of Landscape Architects invite you to participate in this training course on the technical aspects of the Growing Greener: Conservation by Design approach to land use planning and residential development. This training is intended primarily for professional planners (county, municipal or private) who consult with municipalities and review or write land use ordinances. Participants will become familiar with the specific wording and provisions that typically must be added to existing codes to give local officials the tools they need to ensure that new subdivision proposals will be designed around the central organizing principle of land conservation. Township engineers and zoning officers who must enforce these codes are also invited.

This course is offered in response to requests by municipal officials for technical assistance in revising their existing land use ordinances to incorporate state-of-the-art principles of conservation planning. The training includes model ordinance discussion, hand-on exercises and case studies of developments built under the regulations.

Instructors:

Randall Arendt, Senior Conservation Advisor at Natural Lands and founder of Greener Prospects, is the country’s most sought after speaker on the topic of creative development design as a conservation tool. In 2003, Arendt was elected a Fellow of the Royal Town Planning Institute in London. In 2004 he was named an Honorary Member of the American Society of Landscape Architects, and in 2005 he received the American Institute of Architects’ Award for Collaborative Achievement. Mr. Arendt is the author of more than 20 publications including Rural by Design: Maintaining Small Town Character, in 1994, which is listed among 39 volumes recommended by the American Planning Association for “the essential planning library.” A totally updated second edition version of Rural by Design appeared in 2015. Mr. Arendt has designed “conservation subdivisions” for a wide variety of clients in 21 states and several Canadian provinces. His designs are “twice green” because they succeed both environmentally and economically. Achieved in a “density-neutral” manner, they respect landowner equity and allow developers to build at the legal density, but require significant conservation through more compact layouts.

Ann Hutchinson, AICP, is the Senior Director of Municipal Planning at Natural Lands. A certified planner and landscape architect, she has lead the statewide Growing Greener Conservation by Design program and assisted over 100 Pennsylvania municipalities with conservation-minded land use ordinances, plans and site plan reviews.  She is a contributing author, with nationally recognized planner Randall Arendt, to the interactive CDROM Growing Greener Ordinance Language (Island Press, 2001). Before joining NLT in 1996, Ms. Hutchinson was the Director of Planning and Community Development for Lower Merion Township, a first-ring suburb of Philadelphia. Ann holds a bachelor’s degree from Northwestern University and a master’s degree in landscape architecture from the State University of New York, Syracuse. She remains eternally optimistic that communities can grow and change while preserving the forests, streams and historic landscapes that make the region such a wonderful place to live.
